The union will ensure compliance with labor laws

Due to the unfavorable epidemic situation, the next meeting of the Russian tripartite commission for the regulation of social and labor relations was held on May 29, 2020 in absentia.

The meeting approved the execution of the budgets of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Fund for Mandatory Medical Insurance for 2019.

In addition, a draft Government Decree ‘On Amending the Decree of the Government of the Russian Federation of August 25, 2015 No. 885’ was considered.

The draft Resolution proposes to normatively determine the procedure for the creation, use and storage of electronic documents related to work.

A number of changes are foreseen:

- general provisions are supplemented that establish the possibility of generating analytical information as part of the analysis of employment of citizens through IAS OBV ‘Work in Russia’;

- the subsystems are included in the IAS OBV ‘Work in Russia’ segment:

‘Analysis of the employment of citizens’;

‘Interaction between educational institutions’;

‘Employment of persons experiencing difficulties in finding work’;

‘Organization of comprehensive network communication of registered users.’

It is supposed to supplement the list of information contained in the ‘Work in Russia’ system with a new paragraph establishing documents related to electronic work and authorized persons to post this information.

The side of the Commission, representing the trade unions, supported the draft resolution subject to amendments to it, which provide, inter alia, for the access of legal and technical labor inspectorates of labor to electronic documents related to work in order to ensure compliance with labor laws and the fulfillment of collective bargaining agreements.
